摘　　要：反思支配教育实践的教育理念 ,探讨制约教育发展的理念瓶颈 ,建设适应未来社会发展的教育理念 ,是教育发展的需要 ,也是全面建设小康社会的需要。本文认为在新时期应建设“学习之邦”,倡导“教育关怀”,坚持“以人为本”,提升“教育品质”。It is both the need of educational development and the requirement of the overall construction of a well off society to have introspection of the educational principles dominating educational practice, find out the bottleneck restricting educational development and cultivate educational ideas adaptable to the future society. The author elaborates and analyzes the necessity for building a 'land of learning', cultivating the 'sense of educational solicitude', adhering to the principle of 'emphasis on people' and improving 'educational quality'.
