摘　　要：构建适应21世纪政治、经济、文化发展需要的现代远程开放教育人才培养模式,必须不断加强学生素质结构、教学模式和课程教学计划、教学内容及教学方法的理性研究。本文旨在通过分析知识经济时代对未来人才的素质要求,就现代远程开放教育环境下构建学生良好的素质结构的必要与必然性,课程体系、教学内容与培养和提高学生的综合素质间的内在逻辑关系,以及开放教育课程设计中所要遵循的一些基本原理,力求探索现代远程开放教育融传授知识、培养能力与提高素质为一体的理想教育途径。Constructing intellectual cultivating model of modern distance open education to meet the needs of political,economic and cultural development in 21st centural, it is necessary to study rationally on students' qualification, teaching models teaching contents and teaching methods. The article presents the necessity of structuring good qualification, analyses the logic between course system, teaching contents, cultivating and improving the comprehensive qualification, and lists out some principles in design of open education courses, finnally it probes the ideal way of combining with passing on knowledge, cultivating abilities and improving qualification.
