摘　　要：创建“学习型社会”是一种新的观念、新的实践、新的目标,在知识经济和信息社会背景下考察和研究是很有意义的。从学习型社会的由来、含义、特征出发,一方面可以勾画出这种社会模式和社会理想的轮廓和图景,另一方面也使我们认识到创建学习型社会条件最重要。观念引导、教育创新、组织成长、政府主导有助于学习型社会的创建。To establish 'Study - oriented Society' is a new concept, new practice and a new goal, which is of significance to inspect and study under the background of knowledge economy and information society. From aspects of origin, implication and characters of 'Study - oriented Society', the paper outlines such a kind of social pattern and ideal, and at the same time makes us realize that the estabh'shment of qualifications is the most important. Guide of ideas, education innovation, organization growth as well as dominance of the government will help estabh'shment of 'Study - oriented Society'.
