摘 要: 教师职务聘任制度是高等学校人事制度改革的核心,其精髓是按需设岗、公开招聘、竞争上岗、契约管理。实施教师职务聘任制度既要引入市场机制,又要抑制市场机制的缺陷,竞争和激励适度。推行教师职务聘任制度要避免一刀切;坚持多样化;分期实施,稳步推进;建立科学的教师考核与评价体系;全过程公开;与社会改革良性互动,协调进行。The appointment system of professional teachers is the core of personnel system reform of colleges and universities. The marrow is to set positions according to the need, openly invite applications, compete for the positions and manage by contracts. The implementing of the appointment system should introduce market mechanism and also prevent its shortcomings. The competition and encouragement should be appropriate. The implementing of the appointment system should not be uniform but manifold. The system should be carried out in different stages and advanced stably. Scientific system of checkup and evaluation should be established and the whole process should be open. And the appointment system should also interact with social reform in a harmonious way.
