摘　　要：对《教育传播与技术研究手册(第三版)》第五部分关于"设计与开发"范畴的主要内容进行概述,共分为四个部分:(1)新时代教学设计者的能力素质,提出了新时代教学设计者面临的一些挑战;(2)设计与开发的具体研究内容与实践,介绍了认知任务分析、在线教学的设计与开发工具、设计语言、以用户为中心的设计与开发、设计过程中作为工具的人工制品,以及设计与开发团队的社会影响等相关方面的内容;(3)评价,回顾了评价的模式和方法,详述了基于技术的绩效评估的设计与验证;(4)整体变革,阐述了当前变革代理的职责,介绍了教育与培训领域为整体变革而进行的系统设计。The paper summarizes Part V ＂Design and Development＂ of the handbook of Research on Educational Communication and Technology（Third Edition）. It divides into four parts： （1） competencies for the new-age instructional designer, discussing challenges instructional designers are facing with. （2）concrete content of research and practices of design and development, including cognitive task analysis, design languages, the social consequences of design and development teams, user-centered design and devel- opment, tools for design and development of online instruction and artifacts as tools in the design process. （3） evaluation, addressing the models and methods for evaluation, and design and validation of technology-based performance assessments. （4） systemic change, talking about change agent, and systems design for change in education and training.
