政府作用视角下中、高职有效衔接的路径选择

摘　　要：我国职业教育发展中存在一些制度性和管理性问题,导致中、高职教育衔接不畅。解决这一问题的措施如下:在制度层面,完善职业资格证书制度,推进高职招生制度改革与创新;在管理层面,加大政府统筹管理力度,建立中、高职学校间的沟通与交流机制,构建中、高职教育衔接的服务体系;在操作层面,探索中、高职教育一体化办学路径,搭建中、高职教育"引桥",设置高职教育预科,试行区域统一的学分标准,建立弹性学习制度,做好中、高职教育课程与教学内容的衔接。There exist some system and management problems in the development of vocational education in China,which resulted in that the linkage of secondary and higher vocational education is blocked.The measures to solve the problems include： in the aspect of system,optimize the professional qualification certificate system and promote the reform and inno. vation of enrollment system;in the aspect of management,enhance the government＇management as a whole,establish the communication and exchange mechanism between secondary and higher vocational schools and construct service system for the linkage of secondary and higher vocational education;in the aspect of operation,explore the integrated school-running model and construct＂approach bridge＂for secondary and higher vocational education,set up preparatory courses for high. er vocational education,establish the flexible learning system,and do well in the linkage of curriculum and teaching con. tents of secondary and higher vocational education.
