摘  要:我国义务教育均衡发展已实现了从权利平等到资源均衡的转变,正在从资源均衡向优质均衡迈进。优质均衡是优质和均衡的结合,是在资源均衡基础上追求教育质量的提升,旨在实现教育质量的均衡。教育质量体现在教育输入、教育过程与教育结果三个方面,教育质量均衡也因此包括教育输入的质量均衡、教育过程的质量均衡和教育结果的质量均衡。义务教育优质均衡是底线均衡基础上的差异均衡,其发展是注重质量提升的内涵发展,是基本质量标准基础上的特色发展。促进义务教育均衡发展,必须把基本质量标准与多元特色发展结合起来,以学校为主体,通过深化学校内部的变革,促进教育质量的提升。The high - quality balanced development of compulsory education in our country has transferred from equality of fight to equilibrium of resources, and is moving forward from equilibrium of resources to high - quality balance. High - quality balance is the combination of high quality and equilibrium, and aims at promoting educational quality on the basis of educational resources equality in order to realize the equilibrium of educational quality. Educational output, educational process and educational outcome are three manifestations of educational quality ; therefore the balance of educational quality contains balance of the quality of educational output, educational process and educational outcome. High -quality and balanced compulsory education is equilibrium with difference on the basis of bottom - line equilibrium. Its development is a kind of connotative development which focuses on promoting educational quality, and is a kind of distinctive development on the basis of standardization of quality. In order to promoting balanced development of compulsory education, it is necessary to combine basic quality standard with multi -featured development, treat school as the main body and deepen the interior innovation of school to promote educational quality.
