摘  要:随着国家城乡统筹战略的日益推进,城乡师资均衡配置成为实现城乡义务教育均衡发展的核心和关键。城乡义务教育均衡发展为师资均衡配置提供了良好的政策机遇,城乡经济社会统筹发展为师资均衡配置提供了保障机遇。但城乡义务教育师资配置还面临着数量和结构方面失衡的挑战及政策执行不力的挑战。优化城乡义务教育师资均衡配置,要提高农村教师待遇,稳定农村教师队伍;要强化激励机制,建立农村教师专业发展平台;要加强城乡教师交流,充实农村教师队伍;要加强继续教育培训,提高农村教师队伍素质。With the national development policy of urban and rural areas increasingly advancing, balanced allocation of urban and rural teachers has become the key to achieving the balanced development of urban and rural compulsory education. Balancing development of urban and rural compulsory education provides a good oppommity for allocation of urban and rural teachers. Co ordinating development of economic and social between urban and rural provides opportunities for teacher balanced configuration. Distribution of teachers between Urban and rural compulsory education dose not also face the problems of imbalance in the number and structure, but also faces ineffective implementation pol icies. We may take some measures to improve the balance of teachers betwwen the urban and rural compulsory education as follows:improving the treatment of teachers in rural areas; stabilizintg the rural teachers;inspiring the teachers in rural;establishing professional development plat form for rural teachers; strengthening exchanges between urban and rural teachers, enriching numbers and quality of naal teachers; and to strengthen the continuing education and trainlng,improve rural the quality of teachers.
