摘　　要：张百熙是晚清第三任管学大臣 ,也是任职时间最长 ,建树最多 ,遭受诽谤与争议最大的中央教育行政长官。他倾其全力恢复和发展京师大学堂 ,主持制订了中国近代第一个真正实施了的新学制———癸卯学制 。Zhang Baixi was the third minister of Education Administration in late Qing Dynasty.Compared with other ministers,Zhang Baixi's working time in Edcation Ministration was longest,his achievements were largest,meanwhile,the criticism he suffered was most.Zhang Baixi dedicated himself to restoring and developing Peking University and instituted 'Guimao Education System' which was the first education system that was enforced in modern China.Zhang Baixi's education thoughts came into being during his long education practice.
