摘  要:欧洲议会和欧洲理事会于2006年12月18日发布了《关于终身学习关键能力的建议》,这对欧盟的基础教育产生了重要的影响。虽然成员对该政策的响应各异,但是,该政策在引导欧盟基础教育学校课程整合化改革、推动欧盟基础教育评价发展、提出教师专业发展新要求等方面起到了积极作用。该政策的实施对我国素质教育政策实施至少有3点启示:宏观教育政策的实施,形成政策体系是关键;能力培养与学科教学整合是根本途径;制定明确、合理的评价体系是突破口。The author introduces the background,aim,structure and content of Recommendation of the European Parliament and of the Council of 18 December 2006 on Key Competences for Lifelong Learning .Then the author analyses the effect of the policy on the primary and secondary education in EU.Despite of the different response from the member states,the policy has its positive effect on sev-eral aspects such as integrating curricular reform,the development of student assessment,and the new requirement of teachers'professional development.For more effective implementation of the poli-cy,it is suggested that the member states should perfect their national level policies,that education should be reformed into integrating the education of key competences with the teaching of traditional subject,that the administrators should perfect the system of assessment on key competences,and that the teachers should develop their interdisciplinary and key competences.
