摘 要:教师流动政策的提出是为了促进义务教育均衡发展,实施"县管校聘"是当前开展教师流动的主要工作机制。目前,"县管校聘"教师流动政策在实施中存在着各行政部门之间协调难,"校"聘权小责大,教师不愿参与交流等问题。为了更好地保证教师流动顺利开展,"县管校聘"政策可在执行过程中考虑相应调整:提高教育行政部门财权和事权,加强学校枢纽功能,切实保障教师权益。Teacher mobility policy was put forward to promote the balanced development of compulsory education. Implementing"Xian Guan Xiao Pin" policy is the primary work mechanism to teacher mobility. Nowadays, there are some problems about the policy: the difficulties of coordination among the administrative departments, small power with big responsibility in the school management,and the reluctance of teachers to participate in the mobility. In order to ensure that teacher mobility policy works smoothly, adjustments should be taken accordingly during the implementation of "Xian Guan Xiao Pin" policy, such asgiving more power to the education administration departments on issues of finance and decision, strengthening the function of school as connection, and ensuring the rights and interests of teachers.
