摘 要:新中国成立70年来,中国教师行为规范大致经历了三个时期:从1949年到改革开放之初,在政治挂帅、阶级斗争为纲的背景下,对教师的行为规范偏重政治伦理,强调思想政治标准;改革开放以后到2011年,教育界拨乱反正,探索并遵循教育发展客观规律,提倡教师专业化,对教师的行为规范偏重专业伦理,强调教学态度与专业精神;2012年至今,党和国家把“立德树人”作为教育的根本任务,弘扬社会主义核心价值观,同时,全面从严治党,反腐力度空前,社会治理得到加强,对教师行为规范既注重“崇善”,也强化“惩戒”,为教育界营造风清气正的良好氛围奠定了坚实基础。梳理新中国教师行为规范的发展历程,有助于全面深化新时代教师队伍建设。In the 70 years since the founding of new China,Chinese teachers’codes of conduct have gone through three periods:from 1949 to the beginning of the reform and opening up,under the background of politics in command and class struggle as the guiding principle,the codes of conduct for teachers emphasize political ethics,ideological and political standards;from the beginning of the reform and opening up to 2011,the educational circle has brought order out of chaos,explored and followed the objective laws of educational development,promoted the professionalization of teachers,emphasized teachers’professional ethics,teaching attitude and professional spirit;from 2012 up to now,the Party and the state take the“strengthening moral education and cultivating people”as the fundamental task of education,carry forward the core values of socialism,at the same time,comprehensively and strictly govern the party with strict discipline and combat corruption with unprecedented intensity,social governance is strengthened,the codes of conduct for teachers not only focus on“cultivating goodness”,but also emphasize“discipline”,and have laid a solid foundation for education circle to create a good atmosphere.Reviewing the development of the codes of conduct for Chinese teachers over the past seventy years is helpful to comprehensively deepen the construction of the teaching staff in the new era.
