摘　　要：建设高质量高等教育体系是建设高质量教育体系的重要构成,而如何促进高质量高等教育体系建设与发展,是一项复杂的、持久的系统性工程,需要整体谋划。在宏观上,建设高质量高等教育体系,要着眼时代变局的整体视野准确把握其本质特点,即鲜明的方向性、超前的引领性、协同的高效性、强劲的创新性、显著的公平性、高度的开放性等。具体而言,教师教育、课程、教学和学习的高质量发展是高质量高等教育体系建设和发展的核心议题。从教师教育角度看,教师教育高质量发展需要在实施价值引领战略、顶层设计战略、主体协同战略和评价改进战略中持续推进。从课程角度看,高校课程高质量发展特别要处理好传承与创新、领域与系统、理论与实践的关系,在此基础上,把体悟高远立意、坚守质量底线、彰显发展价值作为着力点。从教学角度看,必须以提升课程教学质量为突破口保障高等教育高质量发展,具体路径在于建立课堂教学改革的保障机制、重塑高校教师的课堂教学理念、丰富高校课堂的教学方式。从学习角度看,特别需要在课程教学、院校环境和文化氛围三个层面采取有效措施,不断改善大学生学习投入以推动高校教学高质量发展。The construction of high-quality higher education system is an important component of the excellent education system.To promote the high-quality development of higher education,we should use a holistic view and overall vision,adhere to foresight,leadership,high-efficiency,innovation,fairness,and openness to grasp the essence of the high-quality development of higher education.Specifically,the main topics of the high-quality development of higher education including the high-quality development of teacher education,curriculum,teaching and learning.From the perspective of teacher education,the strategies to promote the high-quality development of teacher education include value-leading strategy,top-level design strategy,coordination strategy,and evaluation improvement strategy.From the perspective of high-quality curriculum development,three sets of relationships are required to be handled correctly,including the relationship between inheritance and innovation,the field and system,and the theory and practice.Based on this,we must focus on the three key points of high-quality development of college courses including deepening the connotation,adhering to the bottom line,and highlighting the values.From the perspective of teaching,we must ensure the high-quality development of higher education by improving the quality of curriculum teaching,such as establishing a guaranteed mechanism for curriculum reform,reshaping the teaching philosophy of university teachers,and enriching the teaching methods of universities.From the perspective of learning,we should take effective measures at curriculum teaching,institutional environment and cultural atmosphere,and increase the learning input of university students,in order to promote the high-quality development of university teaching.
