摘  要:《朱拜勒承诺》作为联合国教科文组织发布的第六届国际学习型城市大会的会议成果,凝结了来自55个国家百余座学习型城市参与气候变化行动的共同承诺。该承诺继承了往届学习型城市大会对联合国可持续发展战略的直接关注和积极推动,在共同应对全球气候变化危机的现实背景下,将城市作为气候变化教育开展的关键场所,从理念原则、主要目标、实施举措、保障措施四个方面提出了如何发挥学习型城市建设的优势以应对气候变化危机的基本框架。对于《朱拜勒承诺》的分析解读,也给我国学习型城市建设策略调整带来重要启示:提升个人和城市的气候变化应对和适应能力,制定反映全球气候危机共识和本土实际的气候变化教育内容,以及全力推动气候变化教育在各级各类教育中广泛实施。The Jubail Commitment,as the outcome of the sixth International Conference on Learning Cities released by UNESCO,embodies the common commitment of more than 100 learning cities from 55 countries to participate in climate change action.According to the analysis of this study,this commitment inherits the direct attention and active promotion of the United Nations sustainable development strategy of the previous Learning Cities Conference,and takes cities as the key place for climate change education under the realistic background of jointly coping with the global climate change crisis.This paper puts forward the basic framework of how to give full play to the advantages of learning city construction to cope with the climate change crisis from four aspects:concept principles,main objectives,implementation measures and safeguard measures.The analysis and interpretation of the Jubail Commitment also brings important enlightenment to the adjustment of learning city construction strategies in China:to improve the ability of individuals and cities to cope with and adapt to climate change,to formulate climate change education content that reflects the global climate crisis consensus and local reality,and to make efforts to promote the widespread implementation of climate change education at all levels and types of education.
