摘 要:本文探讨了普及高中教育对课程政策制定的重要性,特别是在全球教育变革的背景下。通过回顾特罗的观点,文章分析了教育结构与课程设置之间的动态关系,以及高中教育向大众化转型所带来的挑战。美国作为中学毕业率接近100%的国家,其教育模式为全球教育发展提供了借鉴。同时,Z世代学生在职业选择上展现出多样化的趋势,反映出对职业教育与学术教育的重新审视。随着科技发展与劳动力市场变化,教育者与政策制定者需关注如何平衡传统教育与现代需求,以确保学生具备必要的技能和知识。另外,由芬莎姆提出的“全民科学”理念强调科学教育的普及以及数学教育与数据素养日益凸显的重要性,更加明确了教育系统应关注培养学生的实际技能,以应对快速发展的数字化社会。为此,本文呼吁在教育政策与课程设计中,平衡传统教育与现代需求,推动教育公平与质量的提升,以满足不同背景学生的需求,促进社会整体发展。This article explores the significance of universalizing upper-secondary education within the context of curriculum policy development,especially in global educational reform.By reviewing Trow's perspectives,the article analyzes the dynamic relationship between educational structure and curriculum design,as well as the challenges posed by the transition of upper-secondary education toward massification.With nearly a 100%secondary school graduation rate,the United States serves as a model for global educational development.At the same time,Generation Z students exhibit diverse trends in career choices,reflecting a renewed perspective on vocational and academic education.With the development of technology and changes in the labor market,educators and policymakers must balance traditional education with modern needs to ensure that students possess the necessary skills and knowledge.Additionally,the concept of“Science for All”proposed by Fensham emphasizes the importance of popularizing access to science education,alongside the growing significance of mathematics education and data literacy.This further clarifies that education systems should focus on cultivating students'practical skills to cope with the rapidly evolving digital society.Therefore,this article calls for a balance between traditional education and modern demands in educational policy and curriculum design,promoting educational equity and quality to meet the needs of students from diverse backgrounds and foster overall societal development.
