摘　　要：教育是关系到全民族发展的基础性、全局性的事业。推进基础教育创新必须突破思想观念障碍;突破体制障碍;突破资金障碍;创新特色办学模式;全面提高教师队伍素质。Education is closely related to the foundation of the development of a nation. To promote creative education means doing away with traditional concepts and old political system, and solve financial probbems, thus creating new models of China's style and upgrading the qualities of teaching staff.
