摘　　要：2020年形成"现代职教体系"是职业教育的政策目标。近20年来有关现代职教体系建设的政策表述不断完善,但指标体系的界定矮化了职教体系建设的目标。认识政策问题是清晰政策目标和有效执行政策的前提。政策目标应导向普职融通的大教育体系建设,以强化全社会对政策目标的认同,导向各利益主体良性互动的制度框架建设并利于政策的有效执行,而体系建设也需要体系化的政策设计。The policy goal of vocational education is to develop a 'modern system of vocational education'in2020.Since two decades ago,the statement of the policy has been increasingly improved,but the establishment of the index system has dwarfed the goal of vocational education construction.The policy goal should lead to the construction of a coherent general vocational education system so that it is better acknowledged by the whole society;it should also lead to the construction of a regulation framework in which all concerned parties have benign interaction in favor of the effective implementation of the policy.
