摘　　要：建设现代教育体系 ,必须构建现代教育管理体系。现代教育管理体系需要实现三大变革 :在教育管理目标上 ,追寻人本 ;在教育管理主体上 ,走向校本 ;在教育管理评价上 ,关注成本。The writer of the paper considers it necessary to build up a modern system of management before a modern system of education is built up. Furthermore, the modernized system of education needs three reforms, namely, the educational management should be human-centered, school-based, and cost-assessed.
