摘 要:成都市作为"全国统筹城乡教育综合改革试验区",在教师均衡配置方面先行先试先改,通过建立动态教师编制调整机制、优化动态教师使用调配机制、完善动态教师从业管理体制、建立动态教师监督评价机制,构建具有成都特色的教师动态管理体制改革系统,实现教师在市域范围有序流动,并且在实施内容、发展途径、推进策略、实现方式方面,为其他地区均衡教师配置提供了宝贵经验和有益启示:坚持管、用、评分离为实施内容,深化教师发展内涵;以递进保障为发展途径,强化各级政府职责;以适度倾斜为推进策略,构建健全的保障体系;以项目创新为实现方式,整合多元专业人才。Chengdu City, as a "comprehensive reform pilot area of integrating urban and rural education in China", has carried out the re- form of the teachers' balanced allocation by establishing a dynamic adjustment mechanism, optimizing the dynamic allocation of teachers mech- anism, improving the management system of dynamic teacher practitioners and setting up a dynamic teacher supervision and evaluation mecha- nism to construct a dynamic management system of teachers with Chengdu characteristics so as to achieve the orderly shifting of teachers in the municipal area. It provides valuable experience and inspiration for other areas of balanced teacher allocation in the implementation of the cont- ent, development path, the promotion strategy and the realization way: separating management, use and assessment to deepen the development of teachers;offering progressive safeguard to strengthen the responsibility of the government at all levels; providing moderate tilt to build a sound security system as well as innovating project and integrating multiple professional talents.
