高等教育评价现代化的内涵要义与实践路径?

摘　　要：新时代呼唤高等教育评价现代化。高等教育评价现代化是迈向中国式高等教育现代化的时代诉求、推进高等教育治理体系和治理能力现代化的必然要求以及破解高等教育评价顽瘴痼疾的实践追求。基于社会文化语境与时代语境的探析,高等教育评价现代化的内涵主要包括评价观念、评价内容和评价手段等几个方面。从高等教育学术活动的本体价值与大学组织运行逻辑分析,高等教育评价现代化的核心要义包括高校“双循环型”民主评估体系、指向大学职能实现的评管、评办、评学和中国式的高质量评价等维度。为扎实有效实现高等教育评价现代化,应明确政府的监管责任,落实高校的主体责任,强化同行的参与责任以及凸显社会的监督责任。The new era calls for the modernization of higher education evaluation,which is the demand of the times to move towards the modernization of Chinese-style higher education,the inevitable requirement to promote the modernization of higher education governance system and governance capacity,and the practical pursuit to solve the chronic disease of higher education evaluation.Based on the analysis of socio-cultural context and era context,the connotation of higher education evaluation modernization mainly includes evaluation concepts,evaluation contents and evaluation methods.From the analysis of the ontological value of academic activities of higher education and the logic of university organization and operation,the core meaning of the modernization of higher education evaluation includes the“double cycle”democratic evaluation system of universities,the evaluation of management,evaluation of office,evaluation of learning,and Chinese-style high-quality evaluation,which point to the realization of university functions.In order to realizing the modernization of higher education evaluation in a solid and effective way,we should clarify the supervision responsibility of the government,implement the main responsibility of colleges and universities,strengthen the participation responsibility of peers,and highlight the supervision responsibility of the society.
