摘  要:基于史密斯政策执行过程模型,通过实地深入调研,对河南省B县的义务教育阶段教师“县管校聘”政策执行过程进行全面审视。研究发现,B县在“县管校聘”政策执行过程中存在政策文本不够全面细致、政策执行主体推进力度不足、政策配套措施落实不力等问题,其原因在于政策目标的模糊性表达、政策执行主体的动力及能力不足、政策环境存在监管漏洞。据此提出如下建议:明确目标,完善政策供给;激发动能,提高执行主体工作能力;强化监督,完善配套保障机制等破解政策执行困境。On the basis of Smith’s policy implementation process model,the implementation process of the policy of“county management and school recruitment”for compulsory education teachers in B County,Henan Province is comprehensively examined by in-depth on-site investigation.Research has found that there are problems in the implementation of the policy of“county management and school recruitment”in County B,such as insufficient comprehensive and detailed policy texts,insufficient promotion of policy implementation entities,and inadequate implementation of policy supporting measures.The reasons for these problems lie in the vague expression of policy objectives,insufficient motivation and ability of policy enforcement entities,and regulatory loopholes in the policy environment.Therefore,suggestions are proposed to solve policy implementation difficulties,including clarifying the goal and improving policy supply,stimulating kinetic energy and promoting the work ability of the executing entity,and enhancing supervision and improving the supporting guarantee mechanism.
