摘  要:“双减”政策针对教育生态的破坏和恶性循环、三全育人的系统要求与困境,打破传统的教育利益平衡格局,以此重塑良性的教育生态。基于政策目标和内容分析,学生减负的政策回溯显示,其变迁历程大体划分为三个阶段,呈现出不同的政策特征,即学生校内负担单项单维治理、校内校外负担分别单项治理、校内校外负担综合多维治理。学生减负政策执行的过程发现,单一体系减负效果不佳,需要不同教育系统的综合治理,这就需要推进教育的新协同发展。教育发展新格局的前瞻分析发现,需要树立“大教育观”,构建校家社的“三角形系统”,即学校教育是教育的主阵地、校外教育是教育的辅助地、家庭教育是教育的支撑地。以校家社协同推进学生减负,建设良性教育生态,推进教育强国建设。The"double reduction"policy aims to address the destruction and vicious cycle of the educational ecology,as well as the systemic requirements and difficulties of the"three in one"education system.It breaks the traditional balance of educational interests and reshapes a healthy educational ecology.Based on policy objectives and content analysis,the policy retrospective of reducing student burden shows that its transformation process can be roughly divided into three stages,presenting different policy characteristics,namely,single dimensional governance of students'on campus burden,separate governance of on campus and off campus burden,and comprehensive multidimensional governance of on campus and off campus burden.In the process of implementing the policy of reducing student burden,it was found that a single system of burden reduction is not effective,and comprehensive governance of different education systems is needed,which requires promoting the new coordinated development of education.A prospective analysis of the new pattern of educational development finds that it is necessary to establish a"big education concept"and construct a"triangular system"of schools,families,and communities,where school education is the main battlefield of education,extracurricular education is the auxiliary place of education,and family education is the support place of education.Through the collaboration of schools,families,and communities,we aim to reduce the burden on students,build a healthy educational ecosystem,and promote the construction of an educational powerhouse.
