摘　　要：本文立足于特殊教育的发展，以《萨拉曼卡宣言》的思想体系为指导，思考我国新一轮基础教育改革关于学生观、教学观、课程观、教育价值取向、学校管理工作等问题，以期得到启发。This article is based on the development special education,and starts from the ideology of the Salamance Statement to discuss the new education reform of China such as the views on teaching、students、curriculums、education value and school management and so on,so as to get some inspiration.
